No Customer List? Build Your TV Audience From 600+ Attributes

How to build a streaming TV audience in AdLever from 600+ attributes when you have no customer list or voter file.

No Customer List? Build Your TV Audience From 600+ Attributes

You don’t need a customer list to advertise on streaming TV. With the AdLever Audience Builder, you build an audience from 600+ audience attributes such as location, income, home ownership and presence of kids. AdLever finds the households that match and delivers your ad to the devices of the people who live there. This is audience targeting at the household level, for ads on connected TV (CTV), in premium online video and in display, and it works for businesses and for political campaigns.

What is an audience in AdLever?

An audience is the group of households that will see your ad. You decide who is in it before the campaign runs, and your ad goes only to those homes, on streaming TV, in online video and in display.

If you don’t have a list, you build the audience from AdLever’s own household data. In AdLever this option is called Purchase audience data, because the records come from AdLever’s data, at $0.25 per record. (If you do have a list, see “Already have a list?” below.)

Every audience is saved to your account, so you can use it again.

How do I build an audience without a list?

In AdLever, choose Purchase audience data. You then make two choices.

1. Consumer or Political

  • Consumer means the people who buy from a business. Choose this if you run a business. You pick households by attributes such as location, income, home ownership and presence of kids.
  • Political is for campaigns. You pick households by voter propensity, party registration and district.

2. Pre-built or from scratch

  • Explore pre-built audiences (recommended). Start from an audience AdLever has already put together, then adjust it.
  • Build my audience from scratch. Set every attribute yourself.

Even with a pre-built audience, you can change every setting.

How do I build a consumer audience?

Most business owners have never written down a “target audience”, but they know their customers. Start with three plain questions:

  1. Where do your customers live? The towns, ZIP codes or counties you serve.
  2. What kind of home or household are they? Owners or renters, with kids or without, with pets or without.
  3. What can they afford? A rough income or home value range that fits what you sell.

Each answer becomes a filter.

GroupExamples you can choose
LocationZIP code, city, county
HomeHome ownership, estimated home value
HouseholdPresence of kids, presence of pets, marital status
FinancesIncome, estimated net worth, credit score
PeopleAge, gender

You can combine attributes. Each one you add makes the audience more specific and smaller. As you add them, AdLever shows how many households match, before you spend anything.

A roofing company. “My customers own older houses in the six ZIP codes we cover.”
In AdLever: location = those six ZIP codes, home ownership = owner, estimated home value = the range they usually work on.

A family restaurant. “Families who live nearby.”
In AdLever: location = the surrounding ZIP codes, presence of kids = yes.

A dog groomer. “Pet owners nearby who can afford a regular appointment.”
In AdLever: location = the town and the next one over, presence of pets = yes, income = a middle range and up.

How do I build a political audience?

Choose Political. A campaign doesn’t need a voter file to start. You build your universe (the households you want to reach) from the political data inside AdLever:

  • Voter propensity. Concentrate on the households that turn out for this kind of election, not only in presidential years.
  • District. Deliver inside the lines that define the seat: congressional or state legislative district, municipality, school district, or precinct.
  • Party registration. Separate base, persuasion and crossover universes from one build.

These combine with the standard household attributes, such as home ownership and presence of kids.

A school board campaign. “Parents in the district who vote in off-year elections.”
In AdLever: school district = your district, presence of kids = yes, voter propensity = high.

Three things to know about political campaigns on AdLever:

  • One saved audience covers the whole race. The same build can be your ID universe, your persuasion universe and your GOTV universe. You swap the creative.
  • No verification wait. AdLever doesn’t ask for verification documents or an approval before you launch. You build your audience, add your ad (upload your own, or create one in AdLever), and launch. If your campaign needs a disclaimer, make sure it is on the ad.
  • Your ad follows those households across the streaming services that accept political ads. Not every service does, so no specific service is guaranteed.

Digital Advertising for Political Campaigns in 2026 explains this in full.

What if I don’t know who my audience is?

  • Start with a pre-built audience. It is the recommended option in AdLever. Pick the one closest to your customer and adjust it.
  • Look at your last 20 customers. Where do they live? Do most of them own their home? Do they have kids?
  • Start with location and one more attribute. That is enough for a first campaign.
  • Save the audience and adjust. You can copy it, change one attribute, and use it again.
  • Book a demo. Our team may be able to help with some guidance on your audience. Book a demo.

What happens after I build it?

Every household in a built audience is already verified, with a real address. From there, AdLever does the same thing it does for any audience.

  1. Find its devices. The connected TV, phones, tablets and laptops in that home.
  2. Buy only those devices. Your ad is delivered to those devices and no one else’s.
  3. Follow them anywhere. The same household can see your ad on streaming TV, in online video and in display.

How targeting works shows this step by step.

How big should my audience be?

Campaigns start at 1,000 households.

  • If your audience is under 1,000 households, widen the area or remove an attribute.
  • If it is far larger than your budget can reach often, add an attribute or narrow the area.

What does it cost?

  • An audience built from AdLever data costs $0.25 per record.
  • The Pro plan includes 5,000 contacts every month.
  • Campaigns start at about $26 a day for 1,000 households at the lowest frequency, for CTV and OTT.

The estimator on the pricing page shows the total for your audience size.

Already have a list?

Then you don’t need to build one. In AdLever, choose Upload your own audience and upload your customer list, CRM contacts or voter file as a CSV file. AdLever matches it to verified households at a rate above 90% on average, and your own list costs nothing extra. If your site is on Wix, the AdLever app for Wix brings your contacts in without a file.

You can also combine the two: upload your list and build an audience of similar households in the same ZIP codes, then run both.

Audience & Data covers uploading your own list in full.

What AdLever doesn’t do

  • It doesn’t pick a streaming service. You choose the audience, and the ad follows those households across the services they watch. Here is how that works.
